Foothill - DeAnza Community College District

The Board of Trustees of Foothill-De Anza Community College District selected Gilbane to serve as Program and Project manager for a $280-million, bond-funded construction program. The seven-year program consists of new construction, renovations and deferred maintenance projects spread over two college campuses: Foothill and De Anza Colleges.
 
The program includes over 200 individual projects ranging in scope from $100,000 to $20-million. The projects  include the Science Building, the Student and Community Services Building, the Center for Environmental Studies, a 400-car parking structure, classroom and laboratory renovations and infrastructure projects, administrative office renovations, a new child-care center, new student centers, and a  new science building.
 
Gilbane approached the scope of services with an initial 90-day work plan that included the development of a program mobilization plan, a master schedule and program budget, design criteria and standards, a program-wide contracting strategy, a  procedures manual for bidding and construction and a community outreach program. The initial work plan also included the updating of the A/E/CM selection criteria, RFP’s, contracts, and general conditions. The plan created a solid foundation for achieving the project goals and communication among all team members. 



Arizona State University Interdisciplinary Science and Technology Building

Gilbane is providing CM at-Risk services for the 150,000 SF, $51.2-million Interdisciplinary Science and Technology Building being constructed on Arizona State University’s Main campus in Tempe, Arizona. This Perkins & Will-designed, mid-rise facility will allow for sophisticated and high technology research for the biogeochemistry, bioengineering, environmental studies and environmental fluid dynamics.

The building site is located on parking Lot 26 - west of the Schwada Classroom Office Building and east of the Engineering Center. The site is tight, open only to the south and Orange Street on the bustling Arizona State University Main campus. 
 
This fast-track project is scheduled to be completed in December of 2005. It will house research and graduate education laboratories, special-purpose laboratories, offices, conference rooms, a computer room, a support spaces for media prep, autoclaves, cell culture, dark procedures, flex lab/microscopy, environmental chambers, and imaging.
This project is seeking Silver LEED certification.   



University of Arizona Thomas W. Keating BIO5 Institute

Gilbane is providing construction manager/at-risk services for the University of Arizona’s 165,000-square-foot, $48 million Thomas W. Keating BIO5 Institute. The facility is intended to provide highly flexible space specifically designed for new cross-disciplinary research teams to carry out fundamental research needed to solve the complex problems associated with modern molecular life science.
 
The facility will share a block-wide development with the 135,000-square-foot Medical Research Building, designed by Zimmer Gunsul Frasca Partnership. The two facilities will be interconnected above and partially below grade, and will share a 24,000-square-foot underground vivarium as well as a loading/receiving yard and a joint-use landscaped quad.
 
Constructed of a cast-in-place concrete frame and masonry exterior skin, the building will provide 22,000 square feet of administrative/education space for 20 faculty members in five focal areas of excellence. Additionally, the facility will contain five labs (including BSL-3) totaling 68,544 square feet: 19,918 square feet: (1st floor); 9,989 square feet (2nd floor); and 12,879 square feet (each of 3rd, 4th and 5th floors).

Deer Valley Elementary

Gilbane served as the Program Manager for 10 Arizona school districts in an effort to implement an $83-million portion of the facility improvement program for the State of Arizona. “Package L,” to which the bid package awarded to Gilbane is referred, included over 656 projects in over 500 buildings at 130 schools within a specific radius of the Metro Phoenix area.
 
Contracts included major renovations and repairs within occupied school facilities, as well as new construction on existing school campuses. Some of the work was completed during school breaks, in the evenings, and throughout the night.

Gilbane served as the Agency CM providing preconstruction and construction services for the new 185,000 SF, $42.6-million East Mesa Juvenile Detention Facility.
 
The County of San Diego received a grant in 1999 to develop a 391-bed juvenile detention facility with a total project budget of $48,148,038, including both State and County matching funds.  The intent of the facility is to protect the public from youthful offenders through the provision of programs and detention facilities. 
 
Phase I included approximately 185,000 SF of new construction for 10 housing pods. Gilbane implemented a pilot program that expanded the normal 30-bed pod capacity to 40 beds. The design included housing pods for general population living units with separate recreation yards; administrative segregation; a medical and mental health clinic; intake, booking and release; central security and control; a maintenance shop; a warehouse and food preparation with a 3,500-square-foot warming kitchen, and administration and staff support areas.
 
Located on a 25.7-acre sloping site adjacent to the adult detention facility, this project required extensive site work grading, a new access road, and utilities. Heating comes from the central plant, and a chilled water supply is shared with the adjacent East Mesa Detention Facility with a closed-circuit water loop and rooftop handling system, a new pump station from Otay Water, emergency power with a new generator on site, an electrical distribution system with added capacity for future expansion, and security control systems compatible with the adjacent adult facility.
 
Designed by Carrier Johnson, the facility is structural steel with masonry infill.

FDA Regional Laboratory Building

Gilbane provided agency CM services for the Food & Drug Administration (FDA) Department of Health and Human Services’ new 135,000 square-foot, $30 million megalab and office building. The Irvine facility is part of the Office of Regulatory Affairs’ 20-year nationwide plan to consolidate 18 field laboratories into five megalabs and four specialty laboratories.
 
A 10-acre undeveloped site in Irvine, California was selected by the FDA to serve the Southern California area. Owned and maintained by the University of California at Irvine North Campus, the site is adjacent to the prehistoric San Joaquin Marsh. Gilbane’s extensive oversight during the excavation phase succesfully protected the marsh.
 
The two-story FDA facility includes analytical laboratories classified up to BSL3, laboratory support services, administrative space, a conference center, library and dining area.  The three lab wings have been arranged with offsets at each end to provide space for vertical circulation, building services and systems without compromising the integrity of the lab modules. Open spaces along the perimeter of the office area offer views of the wetlands and encourage interaction between the two levels.
 
Designed by Zimmer Gunsul Frasca, the FDA building is constructed mostly from steel, concrete and glass. The building features a 450-foot, two-story glass curtainwall that bends and curves along the east-facing side of the building, emulating the contours of the site.
 
The construction funding for the project was provided through two separate Congressional fiscal year budget appropriations, one year apart, which required a comprehensive phased procurement and construction strategy. 



State Office at Butterfield Way

Gilbane is providing Agency CM services for the Project Management Branch of the State of California Department of General Services, Real Estate Services Division on this 180,000 SF, $160-million project.
 
This Sacramento, California building is located adjacent to an existing facility and a light rail station, which prompted the need for phased construction with separate contracts for  sitework, a central utility plant, a warehouse and four office buildings. Parking for the light rail was relocated without affecting operations.
 
A design product of a partnership between Lionakis Beaumont Design Group and Hellmuth, Obata & Kassabaum, the newly renovated facility will include a town center, central service facilities, a day care center, a auditorium, a cafeteria, miscellaneous shops, and a plaza to the Sacramento Regional Transit station.

Gilbane is providing Program Management Services for the $228 million City of San Jose Parks Bond Program. This Program funds the development and expansion of nine community centers, nine city-wide parks and trails, 69 neighborhood parks, two sports parks with support amenities, and the expansion of an amusement park and zoo. Gilbane is also providing CM services for two community centers, one historic park renovation, and one historic home renovation.

The nine community centers range in value from $2 to 20 million and from 3,000 to 40,000 square feet. They include renovation work as well as new additions and will be built in phases over a seven-year period which began in late 2002.
 
The nine city-wide parks and trails range in value from $1.6 million to $3.2 million and are geographically disbursed throughout the city. Also, a $10 million soccer park and an $18-million softball park will be included. Six to eight fields will be built at each park with supporting infrastructure such as restrooms, concessions and parking. 
 
The 69 neighborhood parks are scattered throughout the 10 City Council districts and range in value from $250,000 to $1 million. They include renovations and additions to meet current ADA and safety requirements, including the renovation or addition of 35 restrooms.
 
Finally, the zoo and amusement park expansion has a value of $52 million and will be built in two phases over the next seven years.



San Jose Reperetory Theatre

The San Jose Redevelopment Agency hired Gilbane to complete this 18,000 SF, $3-million project after the original contractor turned over the construction without it being complete.
 
The project included rework to accommodate Americans with Disabilities Act (ADA), standards safety upgrades, tenant improvements and building code requirements. The ADA and building code improvements included providing the required 34” clear space through the main doorways, code required hand and guardrails, maximum of 2% wheelchair space, seismic bracing suspended fixtures, applying and protecting fireproofing, providing the required handicap seating, modifying the existing countertops and other miscellaneous modifications to the original construction to accommodate the local codes.
 
Tenant improvements, designed by Banducci Associates, included new carpet throughout the main lobby, providing electrical support for new exterior and interior art lighting and repainting the interior lobby.
 
The San Jose Repertory Theatre was occupied and hosting events during construction. This required coordination with the owner, architects, and engineers.
